The federal government first became involved in health insurance in 1798 with the passage of the Act for the Relief of Sick and Disabled Seamen, which subtracted twenty cents monthly from the wages of seamen to provide medical care to sick seamen. However, the widespread controversy associated with government involvement in health care began during the Progressive Era.
