FDR's Second Bill of Rights
"In our day these economic truths have become accepted as self-evident. We have accepted, so to speak, a second Bill of Rights under which a new basis of security and prosperity can be established for all regardless of station, race, or creed."

FDR stated his "Second Bill of Rights" in his 1944 State of the Union Address. Included in the rights FDR listed were "the right to adequate medical care and the opportunity to achieve and enjoy good health" and "the right to adequate protection from the economic fears of old age, sickness, accident, and unemployment."

This ideology would shape the future of health care debate. While FDR died the year following his address, Harry Truman would continue with the idea that health care is a human right that is the responsibility of the government to provide through his own attempts at legislation.
